Dan - I should have mentioned that the problem has not been consistently reproducible. I just tried myself a few times in a row, and it worked fine - I was not allowed to check in without a comment. However, earlier today I absentmindedly checked in 2 files, belated realized I had not put a comment in, and then further realized the check-ins went thru. This type of thing happens infrequently enough that only today did I post it for discussion. Developers here have mentioned it to me on and off for a few months now. Given that 90% of the time we do put comments in and 90% of the time an un-commented check-in is blocked, we have never gone ahead and tried to track down something that is reproducible. I will say that I don't believe it has ever happened to any of us in the client, only the GUI.
