RE: Require Check-In Comments not working

I should have mentioned that the problem has not been consistently
reproducible.

I just tried myself a few times in a row, and it worked fine - I was not
allowed to check in without a comment.  However, earlier today I
absentmindedly checked in 2 files,  belated realized I had not put a comment
in, and then further realized the check-ins went thru.

This type of thing happens infrequently enough that only today did I post it
for discussion.  Developers here have mentioned it to me on and off for a
few months now.

Given that 90% of the time we do put comments in and 90% of the time an
un-commented check-in is blocked, we have never gone ahead and tried to
track down something that is reproducible.

I will say that I don't believe it has ever happened to any of us in the
client, only the GUI.

I just ran a quick test here, and it seems to work in 1.2.3 and in our 2.0
tree, so it must be something less obvious.  Are you getting the same
results for all clients?  Does the GUI client work differently than the IDE
client?
