Select a folder.  Under the File menu, choose "Move".

Does this do what you want?

If not, you may want to say more about what you 
mean by "reorganize folders".

Is it possible to reorganize folders from within the same repository using
the Vault client app?  If not, I request that this feature be added to the
list of future features.
