Best practice is to simply install 2.x over 1.x, allowing it to perform the upgrade. I do not think the install requires a reboot, but I cannot say for certain. I'm no expert in MSI, but it is my understanding that there is a rather complicated set of rules for determining whether the machine needs to be rebooted or not.
