Please help me out in Cvs2Svn migration!

I need a quick help from you.I am in the process of migrating CVS repositories into subversion using cvs2svn tool on my linux box. I am creating SVN formatted dump file using cvs2svn utility before I import into SVN repositories. I have been encountering an error in pass2 with related to the encoding parameters while convertion.I really dint understand whats why it is happening.
Version of cvs2svn I am using is 2.2.0
Supported Python version : 2.4.3
Env :  redhat linux5
Please provide me the work around or resolution for this since I need to finish this migration process based on our client's requirement. I am open for your suggesions as well. please share your ideas,suggestions or exact commands to execute this migration process.

Command I used to create dump file:
./cvs2svn --dumpfile=<creating dumpfile location> <CVSrep root>

Fallback-encoding options I used as per the cvs2svn doc :
 ./cvs2svn --fallback-encoding=ENC  --dumpfile=<creating dumpfile location> <CVSrep root>  (but ENC is not recognising)
