Problem Converting Symbols

I am running CVS2SVN and seeing an issue converting tags and branches. 

When I run CVS2SVN without the options file on a project, tags and branches
get converted properly however when I use the options file downloaded from
the CVS2SVN project page (2.3.0), I get an error in Pass 3
(CollateSymbolsPass) where it says it is not clear on how symbols should be
converted. 

I was just wondering what the default value is (when running without the
options file) since it works ok when not using the options file.

The options file I am using has the following set:

    # Convert ambiguous symbols based on whether they were used more
    # often as branches or as tags:
    HeuristicStrategyRule(),

To test, I tried using the AllTagRule() instead but it did not seem to make
a difference.

Could it be I am changing the wrong variable?
