having a hard time creating a svn dump file...

I dont understand how to create this svn file now I know that I was suppose
to type svnadmin dump /PATH/TO/REPO > svndump \ to creat a file but where do
i do this? in the command prompt??? is there a proper step by step tutorial
that shows me how to properly creat a svn dump file because. I was need to
upload the file so that I can use my respitory file onto my xp-dev account(a
tutorial on this wll also be greatly appreciated).
