While this is off-topic on this list...

The command svnadmin/svndumpfilter is used on the svn server itself, not on your client.

And what I don't understand is that everyone seems to want a tutorial but no one seems to be willing to create one. Esp not the people who are requesting one. ;) (no offense)
So perhaps you should create a tutorial! :)
