Missing commit msg after a cvsNT conversion

Hi
I am missing a few years of commit messages/revs on some files & other files 
are fully complete
Little background
w28k R2 64bit box, using a native windows python/2.7.1 interpreter
rem cvs to svn conversion prerequisites.

the conversion run w/o any visible error & the svn respository is not 
missing any file using a directory diff comparison
can anyone offer some hints as to how where I tracking this down
what log options I should use
the .py module of whete to look

I can easy setup a test cvs repo with a few of the rcs .v file that appear 
really broken eg where years of commit msg seems to not get created
