OK, I didn't realize that you were referring specifically to the
CVSROOT/history file.

cvs2svn does not use any contents from the CVSROOT directory, so you
don't have to do anything with those files.  The CVSROOT directory must
exist, but it can be empty as far as cvs2svn is concerned.
