Thanks for the response. 

I also want to understand, do I have to execute this command from the
server where the SVN repository is hosted?

As I have only read access to this repo in my system, I don't think I'll
have access to do it from my system.

This is a dumpfile of the kind that can be read into a Subversion 
repository using "svnadmin load".  See the docs for that command for 
more information.
