You need filesystem write access to the Subversion repository to use the 
"svnadmin" command.  If your hosting service does not allow this, 
perhaps they offer a way to "svnadmin load" into your repository a 
dumpfile that you send them.  And if they don't allow either one, then 
you should look for another hosting service, because the one you have is 
incompetent.
