Stefan Sperling closed SVN-4762.
--------------------------------
    Fix Version/s: 1.14.1
         Assignee: Stefan Sperling
       Resolution: Fixed

Fixed in 1.14.1.

There is an outstanding backport nomination for the 1.10.x branch as well. It did not make the cut for 1.10.7. Perhaps a later 1.10.x release will contain the fix.

> The new 1.10 authz implementation doesn't correctly combine global rules such as [/foo] with repository rules such as [repo:/foo]. The result is that authz rules result grant less access in 1.10 than those same rules in 1.9.
