Most of the times users are in a homogenouos environment like all Linux or all Windows and they could not care less about other OS issues. So if you wanna have some control mechanism like this in place its better to have it as a pre-commit hook in the repository. In general this is the best place to ensure policies like commit log message format, file contents and whatnot. And even more it doesnt depend on the client. Even if we added such a feature to RapidSVN you had to force all users to use this clients. In addition to that many people use the svn client that plugs into their IDE like Eclipse, QT Creator, MSVC.
