Yes it is required. My guess is that when you chose to install the JavaHL adapter, the Eclipse dependencies handler simply grabs the svnClientAdapter since it is required and available on the site. Subclipse talks only to svnClientAdapter. It is a wrapper layer that abstracts the API so that we can swap in either JavaHL or SVNKit as the provider. It also does other stuff, but that is the main point. It has to be installed, or else Subclipse would not be working.
