[Trac] Modify Ticket and Attachments no longer open by default

There has been a change in Trac behavior recently in my install and I 
didn't change any configuration that I'm aware of.  It just showed tonight 
and wasn't there a few weeks ago.

When you open an existing ticket, the "modify ticket" and attachments 
sections are closed.  I have to click on the ">" button.  Previously, these 
sections were open whenever opening existing tickets.

Yes, there is a work around but when I go to a ticket, I'm almost always 
interested in these sections.  I'm running Trac version 1.6.  So any 
changes as of late?
