There is no option in SOS 3.5.3, but SOS 4.0 will allow you to set file 
time to either current or modification time.

The command line client gets all files, even if unchanged versions exist in 
the working directory -- unless the -soshome parameter is used. When you 
use -soshome, the client references the SOS client cache file and only gets 
those files which are newer versions than those in the working directory.
