    Right now most of the modding is in the Source SDK (downoload 
thru steam) for things like landscape and interiors, what belnder 
would be used for in this is to create custom objects such as 
statues, furniture, things like that that you can export from 
blender.

This may be hard and impractical, but it's alot easier than buying a 
multi thousand $ program and learning that.
