I once tried downloading a greyscale topo map of North America and 
applying it to a dense grid as a deform map input. It did not come out 
very well. The thing is the scale of the mountains and valleys were not 
great enough to make a really good relief. I believe you would have to 
exagerate for of the actual scale on any deformation you would make 
from a map.
