Blender never supported GIF directly, at best via QuickTime or similar approach, so that part must have been touched in some way (maybe disabled during compilation, or due all the work to enable FFMPEG in other plataforms). You could report it as bug if you are using official 2.42, and older version work fine. You [c|sh]ould use PNG anyway, that one is directly supported for many versions and in all plataforms, compresses as GIF or even better (when comparing still indexed images).
