Does not seem so. I do not understand CVS much, this is how I check out
a fresh version (in an empty directory):

cvs
-d:pserver:[email protected]:/cvsroot/cinepaint
login

cvs -z3
-d:pserver:[email protected]:/cvsroot/cinepaint co
-P cinepaint-project/cinepaint

Only one file in the root directory of the source (configure.in) has
execute permissions (for all user, group & other).

I can see that modify date & time of mkinstalldirs is as of today 15:38
(GMT+1) and permissions -rw-r--r--, which are the same as the default
permissions of a new file on Ubuntu.
