Hello Milan,

CinePaint and ICC Exmain use for FLTK a small helper called fl_i18n to set 
the charset for no UTF-8 FLTK versions correctly. This is obviously 
different than a standard system UTF-8 charset. 
Is LANG=cs_CZ correct for you? 
The po locale should play not role and only fit to the used locale in 
the file, if I remember correctly. Iconv chances to whatever charset is 
requested (actually in lib/fl_i18n/fl_i18n.c:274).
