CinePaint python plug-in

configure --help shows the available configuration options. Among them is 
--enable-pygimp. It is required to build the extension. My last impression 
was, this extension needs debugging to work properly.
It is not build by default, as I saw it as been somewhat broken, even 
some python plug-ins work.
