The i18n 'make distcheck' issue I can not see here localy.
The ICC Examin plug-in is not autotooled and does not support outside 
builds and thus a distcheck target, which seems to rely on such.

On the other hand, personally I never used this target for testing a 
source tarball. Instead I deployed a recursive build, where a dist-gzip 
target created the final cinepaint-0.xx.xxx.tar.gz, this was unpacked, 
build and a second cinepaint-0.xx.xxx.tar.gz was created over dist-gzip. 
This sufficed to me as dist-gzip fails if something is missing. A similiar 
test is provided by the 'make rpm' target, as it creates the same tarball 
and builds the result over the rpm tools.

It might become difficult for me to investigate for both issues in the 
next days as much as I expect they would take.
