Using the image that you posted, tmp.jpg, I was not able to
reproduce the problem.  Nor was I able to reproduce it with
other 8-bit JPEG images that I loaded.

But using a 16-bit TIFF file, I _was_ able to reproduce the effect.
Also, loading an 8-bit image and then converting it within cinepaint
to either 16-bit or floating point will reproduce the effect.
If a 16-bit image is reduced within cinepaint to 8-bit, the effect
does not occur.

So on my system, the effect is limited to 16-bit or floating point
images.  In your original post, however, you state that the effect
is observed in both 8-bit and 16-bit.
