You must be scanning to an 8-bit file.  Cinepaint will save to whatever
was the format of the original image.

You can, however, convert the image data type within cinepaint by going
to the "Image" menu.  There you will be able to select several formats
including 16-bit.  By choosing 16-bit, your image will be converted internally
and then can be saved as a 16-bit file.  But, as someone else already indicated,
if the image was scanned using 8-bits it would be of no value to convert it
to 16-bits.
