An open source tool for inpainting (e.g. wire removal) on still
images is greycstoration:

This has no relation to cinepaint, but I suspect that many people
use accessory tools along with cinepaint and therefore greycstoration
may be of interest.  Cinepaint certainly could be used to produce
the necessary masks.

Also, greycstoration would work better than the clone tool when
dealing with complex textures of backgrounds.

Greycstoration also has denoising capabilities and may be of use
when the options of cinepaint are not sufficient.
