TextChas on the DRI Wiki

I've just enabled TextChas on the DRI Wiki:

It is now necessary to answer a question when creating an user account
and editing pages.

The questions consist in GPU manufacturer and model names -- something
than a normal user DRI can answer without looking up, and that doesn't
take more than a single word.

I'm going to give 1-2 weeks for people to test. Then I plan to delete
the user DB to purge all spammer user accounts, and perhaps narrow
TextChas to user account creation only.
