5000 kb/s is very high for a mpeg4 transcoding. I think the video 
bitrate of your VOB/mpeg2 is around this value, so with mpeg4 (which 
compresses much better than mpeg2) there is just not enough data to 
"waste" the diskspace with such a high bitrate. Did you scale down the 
resolution as well? Probably when you keep the original resolution 
(doing an anamorph transcoding) or even scale it up (e.g. to 1024x576) 
you can achieve such a high bitrate with mpeg4... but I am pretty sure 
forcing big files is not the right goal here... ;)
