new release branch

As Martin suggested yesterday, I created a new branch for the upcoming
0.4.1 release:

~ [email protected]/gephex--release--0.4.1

base-0 is a tag of the current main branch
([email protected]/gephex--main--0.4--patch-1809).

If I'm not mistaken, the plan is to merge
updates from --main--0.4 into --release--0.4.1
forming pre releases until it has stabilized
enough for release, and then to seal
the archive.
