window placement

This relates to a thread that I noticed not so long ago, but I'm
not managing to find it in the archive.

When my app opens dialogs, they appear at random positions on the
screen.  That's OK, it seems to be the Windows default.  The trouble
is that sometimes they open right at the top of the screen, so that
the title-bar is off the edge.  The title bar text can be helpful to
the user in seeing right off what they are being asked, so making it
invisible is bad.

I seem to remember Tor commenting on this, but I can't recall what the
current status is.
