Building the GTK 2.0 libraries

I'm still having trouble with the libpng.dll file.  I'd like to know how to
build the libpixbufloader-png.dll file.  I've got Mingw, VC 6.0 and cygwin
installed.  If someone (Tor?) could tell me which one to use and which
makefile, I'd appreciate it.  I'd like to be able to see where things are
going wrong.  I'm also wondering if they gtk 2.0 dll's were built against
the wrong version of libpng or something.  The libpng seems to be failing
in the read function.
