Yes, the keyboard event handling in gdk/win32 is rather hairy. No doubt it has bugs. Please file a bug report on bugzilla.gnome.org. (Part of the hair is because of Windows generates different kinds of messages when the Alt key is down that without Alt (WM_SYSKEY* vs. WM_KEY*, and WM_SYSCHAR vs. WM_CHAR). Yeah, and the business with habing to handle both the WM_KEYUP and DOWN messages, *and* the WM_CHAR messages is not especially elegant either. Plus, pressing AltGr is equal to pressing both Alt and Ctrl, so it might be hard to distinguish Alt+Ctrl+<letter> from AltGr+<letter>.) Patches welcome...
