I would say that changing the setting to "No color management" *hid* the problem. It sounds like you're running into the main reason color management is used: color you see under one configuration is not the same as someone else will see, or even you under different conditions. So to sum it up, GIMP 2.4 just started showing you that what you thought would happen probably wasn't happening for other people. Turning color management off is just hiding from the problem. Getting your setup configured well will fix it. I think getting your monitor tuned and picking a web target profile might be a good fix.
