One case where this problem could happen is, if user initially installed
one of the first GIMP 2.2 releases (which used Program Files\GIMP-2.2 as
the installation directory), then uninstalled it and installed GIMP 2.4
(which defaults to Program Files\GIMP-2.0). The installers are designed to
need no uninstall before installing a newer version.
