Building GIMP 2.4.3 on Windows; windows installer?

Are there any instructions on building GIMP on Windows? What does it
take to build it? Visual Studio? GCC? Can it be built under the Visual
Studio C/C++ Express Edition? What prerequisites need to be installed
before building the GIMP?
(I noticed that the Windows installer is about a month behind the
latest stable version, and I know that there is a strict policy
against "begging for the latest version", so I'm looking into building
it myself.)
