GIMP on Windows is normally built with MinGW. You need a number of 
libraries; you can find them on 
http://www.gimp.org/~tml/gimp/win32/downloads.html

I hope you have more luck than me: I compiled GIMP 2.4.3, but something 
is wrong since it crashes during the startup screen. I haven't found the 
time to investigate the cause of the problem.
