Windows 98/ME support was dropped with GTK+ 2.8 simply because they're
lacking things that newer GTK+ versions need to operate. This wasn't really
a problem with GIMP 2.2, because it only needed GTK+ 2.4 (note that the
developers hadn't cared about the problems on 98/ME ever since, also
because those systems are atrocious compared to NT), however GIMP 2.4
requires GTK+ 2.10, so Win98/ME support was finally completely dropped.
