Supporting ActiveState 5.10 should primarily be a matter of installing 
it on a Windows system, and compiling PerlMagick.  It used to be that 
this was challenging, but it turned out to be easy for 5.8.9.  Maybe 
5.10 is easy too.

I have been thinking of unbundling PerlMagick so that PerlMagick would 
have its own setup installer.  The GraphicsMagick library is stable 
enough that there could installers for ActiveState 5.8.9 and for 5.10, 
which don't need to be updated with each GraphicsMagick release.

We need something similar for TclMagick.
