GM 1.2 TODO

I have updated the GraphicsMagick TODO.txt file to describe the goals 
for 1.2 release.  These goals are listed with the anticipation that I 
would be doing all the work.  If someone would like to volunteer to 
add/improve a feature, then we can extend the list.  The following is 
the current feature list planned for 1.2:

   o Use non-recursive build for Unix (done).

   o Update to libtool 2.0 (partially done in sandbox).

   o Convert to using safe string copy and append (done).

   o Re-write metadata handling to use accessor functions rather
     than accessing Image members directly (50% complete).

   o Re-write pixel export/import functions (done)

   o Optimize lcms interface (0% complete).

   o Update Windows libtiff to version 3.7.X.

   o Update Windows lcms to version 1.14.
