On my (somewhat old) FreeBSD system, I think that libjpeg was 
installed with FreeBSD.

% ls -l1 /usr/local/lib/libjpeg*
/usr/local/lib/libjpeg.a
/usr/local/lib/libjpeg.so@
/usr/local/lib/libjpeg.so.9*

The shared library numbering is considerably different than yours ...
