[Tiff] TIFF Technote 3, draft 1 (fwd)

This draft of an Adobe technote describes addition of 16 and 24-bit 
floating point types to TIFF as implmemented in Photoshop CS2.  Also 
included is a new TIFF horizontal predictor type which helps compress 
floating point samples better.
