How to fix? You need to add '--enable-shared' to the configure options for GraphicsMagick. TclMagick needs to load a shared library. It can't use a static library. Please note that there is a known issue with TkMagick on Linux systems in that it tries to obtain a symbol from TclMagick, but fails because Linux changed to making the symbols private by default. This should only concern you if you plan to use TkMagick (GUI use).
