Right.

The tool would have to have a different user interface such as

    -psnr ref.png -verbose image.png

or (my preference)

    -define psnr reference=ref.png -verbose image.png

where "-psnr image" or "-define psnr reference=image" means to compute
the PSNR using the specified reference image and make the result available
for display via -verbose or similar.  How to make this accessible via
the APIs is left as an exercise for the API gurus.
