[graphviz-interest] GraphViz Issue Tracker: No way to create a new Issue?

Hi all,

I created an account and logged in to the GraphViz Issue Tracker so that I could file a feature request, but the "Report Issue" link seems to be missing -- see screenshot at link.

Is there some secret handshake I need to perform before I'm authorized to create a new Issue?
