 I'm so glad you finally decided to go for the c implementation and not the Java :))

Regarding the issue of who comes first, decoder or encoder, I think that the decoder should come first, writing the dncoder firt, is the best way to learn the standard. I've seen some work on the decoder in the ffmpeg project, that could be some nice base to start from.
