Interface

 I agree, the interface is the first priority now. It
is highly difficult and not practical to hard code the
entire design now. All basic interface should be
fifinalizednd extended as and when we add features.
Our first goal should be to encode/decode Intra frame.
So we need to have clean interface for the following
things.

1. bibit streamarsing
2. VLVLCLVLD3. prediction
4. quantize/dedequantize5. Transform/iTiTransform
   Each of these modules will have a structure to
indicate its state (ex: VLVLDtructure should have
flags to indicate the table to be used to decode the
cocoeffsvMvs We need to have one main structure that
will have the decoder/encoder state (ex: width,
frframerateetc).
