decided H264 is free ?

Hello H.264 Experts:
	
	I read news on m4if page,and surprised at "http://www.vnunet.com/Analysis/1139947".

	He said H.264 baseline had been decided free,didn't he ?
	I want to know this infomation is ture, or not.
