"record" implies save to disk.  Kino can do it, so can dvgrab.  Kino
has a nice UI, dvgrab is command line.

Kino will also display the image as it is saving.

Before you spend too much time with Kino, look at http://kdenlive.org.
If you can figure out what you need to do with Kino in a few min,
good.  If you expect to spend hours learning about video editing,
learn about Kdenlive.

playdv may also do what you need.
