They are not needed. Kino already knows if you are using NTSC or PAL
from the first frame in your project.

It is difficult to say from the information you provide. Perhaps you
are using an ffmpeg-based option, but there is some new
incompatibility between the export scripts and the ffmpeg command line
options that breaks some things.

Kino is no longer maintained. So, you need to diagnose the export
scripts yourself: see /usr/share/kino/scripts/export, or you can
export as DV AVI (type 2, I believe) and then use another tool such as
WinFF or Avidemux to transcode it.
