I would try Kino first, it's much easier to use... the only issue is 
that it really is designed for DV editing and not editing of compressed 
video.

The software is there in the form of backend tools (ffmpeg, mjpegtools, 
transcode, et al), a GUI in PerlTK or Python or whatever high-level 
toolkit you like really wouldn't be too difficult to put together -- 
similar to grip, glame the multitude of GUIs for dvdauthor are.
